Government of one Circumscription by Br. Albert D'Souza

A religious council is composed of a few determinate members elected in the chapter or appointed by the competent superior to help in the governance of the institute at different levels.

The role of convocation for consent or counsel. when the religious council is involved, whether for asking consent or advice, the superior must convene the council in accordance with Canon.

The reason for the convocation according to the mind of the legislator is for the superior to be illumined and informed the best way possible. 

The counsel / advice is not binding on the superior. consulting the council members takes the form of a consultative vote which does not oblige the superior.

The superior has the obligation to present the necessary facts relating to the matter in question to the council members inasmuch as the council members have the right to be fully informed so that they can form a valid judgement. 

Superior can vote only collegial act. He cannot vote in non collegial act.
canonical erection and suppression of religious houses. The religious community must live in legitimately constituted house, in conformity with canon law and proper law. Under the authority of a superior, designated according to the norm of law. must have an oratory where the eucharist is celebrated and reserved as centre of the community.
